The Hariri Era and the Syrian Shadow

Quick Recap: In Day 3 we traced the civil war — fifteen years of multi-sided fighting, Israeli invasions, Sabra and Shatila, and the birth of Hezbollah. The Taif Agreement of 1989 ended the killing but preserved the confessional system, installed Syria as Lebanon's overseer, and explicitly exempted Hezbollah from disarmament. The war was over. The structural problems were not.

Beirut, 1992. A man arrives in a city that barely looks like a city anymore. The downtown — Martyrs' Square, the old souk district, the grand Ottoman-era buildings that once made central Beirut one of the most beautiful urban centers in the Arab world — is rubble, weeds, and burnt shells. The Green Line that divided East from West Beirut for fifteen years has been bulldozed. But what it divided is still divided.

The man is Rafik Hariri. He is worth billions of dollars, earned building construction empires in Saudi Arabia. He is well-connected to the Saudi royal family, to US business networks, and to Syrian intelligence. He has political ambitions, a reconstruction plan, and the money to make both possible.

He will become prime minister. He will rebuild downtown Beirut. He will make Lebanon solvent enough to function and prosperous enough to seem stable. And then, on a February morning in 2005, a massive car bomb will kill him and twenty-one others on the seafront — and everything will change again.

Today's Core Question: How did a man who rebuilt Lebanon's physical fabric also help preserve the political system that guaranteed its eventual collapse — and what happened when he tried to change that calculus?
